Or it is just maybe the circumstance that at the moment is hard to make further mods ,tools & improvements because it needs alot of work & research rdr2 files. Or do you see any news or really new mods somewhere else? Beside some other little things & savegames uploads, theres not really something new released & to talk of lately.- 1,355 comments

Yep, it is only a speculation without proper evidence.....the "sections" are maybe just meant for not looking into a chopped-off empty space at the end of the game world border......it would destroy the immersions ....and some are just leftovers from development. Or just some extra places for online content ;(
