As the title says, make it happen, there's already one for Punta Orgullo, Mexico/Neuvo Paraiso. Or add one for East Grizzlies, Ambarino, since Colter, West Grizzlies already has one. Or one in Tall Trees, West Elizabeth.

It should probably be in Hennigan's Stead, or Rio Bravo counties/regions. Make sure it's not right next to a town such as Armadillo, Tumbleweed, or even Macfarlane's Ranch because those are settlement's/populated areas and the Van Der Linde Gang in 1899 constantly camps near towns such as Valentine, Rhodes, Saint Denis, and Annesburg. It looks like a foolish decision for it to be put in next to a town.
