1911.dll persists through game reinstall, seems to have completely broken mods.

Tried asking for help in the PNA mod page and got no answer. 1911.dll persists through me reinstalling the game and now nothing seems to work. Rampage isn't working, and removing 1911.dll stops the game from launching. I've tried reinstalling both rampage and scripthook multiple times to no avail.
