LML does not work with steam version?

I recently played rdr2 and tried to mod it. this however, didnt work. I have no clue what i did wrong, and i haven't found anything to resolve the issue. According to the mod loader im in the right folder, but i cant download mods using the mod manager for example, nor do they work in game. what also doesnt help is that the mod tester is nowhere to be found (which is probably my fault for overlooking it), so there isn't an effective way of testing whether it works or not. Could this be because i bought the game on steam? i could technically buy it on rockstar if thats the issue, but i would prefer to find a fix this way.

 

this is what my folder looks like, is anything missing?
