    Could be out of it's environment, could be that Rockstar hasn't scripted for certain attacks on NPCs, certain conditions need to be set for that event to happen or something else. I've also tried spawning a coyote in a pen with sheep and the coyote just high-tailed out of there, despite the fact that sheep are prey to coyotes. Even cougars and bears did the same.
