    Replying because I was having similar issues and found this thread. You have to download and install Scripthook. It's in the requirements section on the nexus page. Here is a link http://www.dev-c.com/rdr2/scripthookrdr2/ I moved all 3 of the files from bin into my game folder and the glitch is fixed. I had the some problem as you before, wondering why the replace folder install wasn't cutting it. I hope that helps!
