    Does Dutch have a random chance of spawning in his designated area? I've been looking all over Tall Trees for him but only run into a skinners or one of Dutch's gang members riding by.

    Creator had another hissy fit over something and removed it from everywhere. Had a feeling he'd pull something like that again and downloaded backups.
