Crime And Law Fix V2 2.0.0

this fixes:
1.  Saint Denis and Blackwater lawmen using repeaters and revolvers but they supposed to use pistols rifles and shotguns
2. Weapons Are Always Clean Now, the original had little red bars, meaning they not clean, but this should fix it.
3. Pinkertons mostly use elite horses now. A rare chance that Us Marshalls might use elite horses.

V2:Also Fixes the Issue that all city lawmen uses rifles pistols and shotguns but it supposed to be saint denis and blackwater
